The basis of the WTP is the DEAL. A deal can not be broken but is must be "collected"without force. If a party can pay but somehow does not want to pay, it's Serendipity rank wil be lowered. Lower than 5 means Unserendipity with all the unserendipitious consequences

At last they gave a stupid answer on 10-june-2021 ( 14 month later ). And all the Dutch papers know this ( NRC, AD, Trouw, Volkskrant ) and the mayors of the big cities ( Amsterdam, Rotterdam, Breda, etc. ) | Dutch Government ( Mark Rutte / Hugo de Jonge ) | Corona is a crisis of the system and it could be that corona is just the top of the iceberg.
